The primary goal of the competition is to provide a vision for the adaptive reuse of the subject building based on principles of sustainability, allowing for its modern use while
preserving the architectural heritage and urban memory of the city.
This project seeks to achieve multiple objectives, with key ones including:
- Preservation of historical value and cultural significance in terms of urban memory by transforming the department store into a flexible workspace and a centre for social and cultural events.
- Creation of a flexible and socially connected Creative Hub that supports innovation in the heart of the city and facilitates the creation of new jobs and employment opportunities, thereby stimulating the local economy and improving quality of life. With a focus on all ages of the residents of Podgorica - from a toddler to a senior resident - the Creative Hub shall serve as a platform to connect Podgorica’s human potential, with facilities that serve as a spark to help ignite innovation at all levels: education, start-up, ideas sharing, events etc.
- Utilisation of the strategic location for the urban revitalisation of the city centre by transforming the department store into a prominent site on the edge of the main city square with a strong visual identity.
This project should serve as a model for considering future projects aimed at revitalizing neglected buildings not only in Podgorica but throughout the entire country.
The Competition for the conceptual design is international, general, single staged and anonymous.
COMPETITION TASK
The project brief defines the adaptation of the former department store building into a multifunctional facility that allows for its sustainable reuse in line with contemporary needs.
The goal of the project is the reconstruction – adaptive reuse of the neglected building, which once served as a department store, into a flexible space suited for various purposes,
predominantly work-oriented, with diverse public amenities. The project is expected to:
1. Identify the spatial and functional potential of the existing department store for adaptive reuse;
2. Implementation of structure security measures for the building according to the Report on the current state of the structure, with proposals for the rehabilitation of the Podgoričanka department store;
3. Create a vibrant gathering place that accommodates various programs with an emphasis on local identity;
4. Design flexible workspaces that will support the diverse needs of users, including individual workstations, team spaces, meeting rooms, and relaxation areas;
5. Ensure a flexible design that allows for easy adaptation of the space;
6. Integrate sustainable principles into the project, including efficient energy use and the adoption of environmentally friendly materials;
7. Create an inclusive space that will support different user groups and promote collaboration and exchange of ideas;
8. Develop innovative technological solutions to enhance user experience and manage the space efficiently.
MANDATORY CONDITIONS FOR PARTICIPATION IN THE COMPETITION
The right to participate in the competition is guaranteed to all the individuals and legal entities who meet the conditions defined by the Competition Announcement and Project
Task.
In addition, individuals with a residence or who have registered office in the territory of Montenegro, as well as those with a residence or registered office in the territory of another
country, can participate in the Competition.
Individuals who are directly engaged in the preparation and conduction of the Competition, those who are in their closest kinship, individuals employed by the Competition Organizer,
and individuals whose employment with the Competition Organizer has ceased within two years after the termination of employment, as well as individuals who are in the closest
kinship and/or are in employment with members of the jury, cannot participate in the Competition.
